PROP 1 & 2: CRITICAL NEXT STEPS FOR OUR BAY AREA 

In 2016, voters in three Bay Area Counties overwhelmingly voted in support of affordable housing revenue measures -- Santa Clara County (Measure A), Alameda County (Measure A1), and San Mateo County (Measure K.) NPH was proud to have played a role in initiating, supporting, and passing each of these three measures, bringing over $2 billion in critical investments to parts of the Bay Area. And we are thrilled that our community has continued to build on this successful regional electoral strategy for 2018.

The San Francisco Chronicle recently published an article acknowledging the role of this critical work in helping build momentum for affordable housing in the Bay Area and around the state, particularly as we build towards Election Day (November 6, 2018) and voters cast their ballots on statewide Propositions 1 and 2 and a number of local revenue measures:

"Proponents are so optimistic about the two bonds, plus six similar local measures in the Bay Area that would raise an additional $1 billion total, that they are calling this “The Year of Affordable Housing.” Both [statewide measures] need just over 50 percent approval to pass — and the same advocates were key to 2016’s passage of $3 billion in local affordable housing taxes and bonds throughout the state.

Amie Fishman, head of the Non-Profit Housing Association of Northern California, said the 2016 measures passed in Alameda and Santa Clara counties alone are already funding more than 2,000 affordable housing units, but that was just a start that needs to be capitalized upon. Studies show that more than half of all Californians spend more than the recommended 30 percent of their income on rent — and San Francisco, according to the financial advice site Walletwyse, has the highest average rent in the nation, at about $3,500 a month.

“It’s obvious where we need to go [from here]...” Fishman said. “[This] is our future. This is our time.”"

Hosted by the Emerging Leaders Peer Network, this workshop and training will discuss how to qualify for a Density Bonus; use incentives, concessions and waivers to reduce project costs and modify development standards; determine applicable parking reductions; and understand the public agency process for reviewing and approving Density Bonus applications. Thursday, October 25: NPB Brownbag Training "Sustainable Site Design: Innovations and Strategies for Developing High Achieving Green Projects." Through an interdisciplinary panel discussion of case studies, attendees will learn strategies to meet the California Building Code CalGreen, GreenPoint, and LEED requirements, and to help projects exceed Title 24 Energy Modeling requirements. Register here.

Saturday, 10/19: Housing Leadership Day. Join Housing Leadership Council at San Mateo County's premier housing policy conference, bringing together elected officials, business leaders, community activists, and the nonprofit housing community to design, refine, and build the public support needed for the policies that will address the root cause of the affordable housing crisis.

Tuesday, 10/23: HCD "Housing Package Open House." Join HCD at the San Mateo Library (55 W Third Ave, San Mateo) on 10/23 for an open house forum on the 2017 legislative housing package, 10am - 2pm. Presentations and Q&A start at 10:30 and repeat at 12:45. This event will allow participants to learn about the new requirements/opportunities and to offer feedback regarding draft SB 35 implementation guidelines; annual progress reports; and SB 2 technical assistance and funding.

Tuesday - Thursday, 11/6 - 11/8: BRIDGE Housing Asset Management training. BRIDGE Housing offers an advanced Housing Asset Management course for participants who have completed or tested out of CHAM curriculum coursework. During a three in-person days of the class, students will explore techniques for analyzing and managing portfolios of properties, through exercises involving both case studies and analysis of their own organizations' portfolios.

Tuesday - Wednesday, 11/27 - 11/28: National Housing Conference's #Solutions2018 in Washington DC. NHC's national housing policy convening will explore key federal housing policy issues and the interplay between those policies and the work carried out in states and local communities. Solutions for Affordable Housing will also feature NHC's first Advocacy Day, giving you the chance to make your case for the policies your community needs.

RFQ OPPORTUNITY. Due Monday, 12/3: Destination:Home RFQ. This request for qualifications (RFQ) seeks to identify qualified developer partners and encourage the development of supportive housing units throughout Santa Clara County. Selected partners may receive capacity building grants, operating support, site-specific acquisition opportunities, pre-development funding, and other forms of flexible assistance with the end goal of increasing supportive housing development and production locally.
