LEGISLATIVE UPDATE

2019 is already shaping up to be a very BIG YEAR for housing! More than two dozen housing-related bills were introduced on the first day of the 2019-20 Legislative Session, after members of the California State Legislature took their oath of office Monday, December 3. Among the key bills are AB 10 (Chiu, et. al.), which would increase the State Low Income Housing Tax Credit by $500 million per year. The bill already has 24 coauthors out of the gate. NPH is a cosponsor of this legislation again and we urge all NPH members and supporters to send in support letters right away. Governor-elect Newsom included the increase in the state credit in his housing platform during the campaign, and it is important to demonstrate broad and strong support for the bill as he takes office. Newsom will be sworn in on Monday, January 7.

Other important bills introduced include efforts to devise a new local redevelopment program (AB 11 and SB 5), reform local zoning to expand available sites for multifamily housing (SB 4 and SB 50) and to protect tenants (AB 36 and SB 18). Constitutional Amendments have been introduced to repeal Article 34 of the California Constitution, which requires a local vote when public financing is used to construct affordable housing (SCA 1), and to lower the voter approval threshold to 55% for local funding measures for housing and infrastructure (ACA 1).

CZI CELEBRATES BAHIP

NPH was proud to launch our inaugural Bay Area Affordable Housing Internship Program (BAHIP) cohort in 2018 to increase the diversity, equity, and inclusion in our field and help our industry better reflect the communities we serve while nurturing the next generation of affordable housing development professionals.

The program and the incredible work being done by our interns was recently profiled by the Chan Zuckerberg Institute: "Due in part to the affordable housing challenge in California, industry leaders are finding it more and more difficult to recruit and retain housing development staff. This internship program works to create a clear pipeline into the affordable housing project management field for young people of color, immigrants, first-generation university students, and others who come from low-income communities and who demonstrate a commitment to improving the quality of life for marginalized families in the Bay." TIMELY NEWS AND OPPORTUNITIES TO ENGAGE

>> CASA vote is today: CASA, the Committee to House the Bay Area, will hold conversation and potentially a final vote on the 11-proposal compact presented at November's meeting. NPH has been deeply engaged in efforts to develop this regional approach with CASA over the past 18 months as NPH staff and members have lent our expertise and recommendations, working alongside an array of stakeholders to help ensure that the final package reflects our communities' needs, our industry's abilities, and our Bay Area's potential.

>> NPH's DEI Action Plan Working Group launch: As announced at the plenary session at our Building Momentum fall conference, NPH is taking the next step on our Diversity, Equity, and Inclusion (DEI) Initiative to advance racial equity in the affordable housing movement in partnership with Race Forward. We will be working on both operationalizing equity within NPH as well as supporting our members who share this priority to move forward. Friday, 12/14: Eden Housing Miraflores Grand Opening. Miraflores is a story of commitment to place and community by three Japaneseā€American families who contributed to the community by growing and distributing flowers. The senior affordable community honors the legacy of the Japanese American flower growers.  The City of Richmond, Eden Housing, and CHDC partnered on the development of Miraflores to provide 79 new affordable homes for seniors in Richmond, California and invite you to join them for the Grand Opening!
