Wednesday, February 20 GOVERNOR'S STATE OF THE STATE Last week, Governor Newsom reaffirmed his commitment to addressing California and Bay Area housing needs during his State of the State address. He shared his plans for dedicated funding and critical new proposals, and also announced the creation of a new Commission on Homelessness and Supportive Housing, headed by Sacramento Mayor and former State Senate President Pro Tem Darrell Steinberg. NPH looks forward to working with the administration to make progress on our region and state's housing needs, both through current proposals as well as new, bold solutions ahead. To support this progress, we were proud to join with affordable housing and homeless leaders around California to offer the strategies we see as most able to help the Governor achieve his mission. NPH is also working closely with our champions in the State Legislature as we approach the bill filing deadline this week. We encourage members to send support letters now for SB 50 (Wiener), which would create more housing near transit, increase affordable housing opportunities in historically exclusionary communities, and provide critical tenant protections; AB 10 (Chiu, et. al.), which would increase the State Low Income Housing Tax Credit by $500 million per year; and SB 9 (Beall), which would permanently remove the sunset for certificated state credits. CASA: FROM COMPACT TO IMPLEMENTATION |
|
As NPH Executive Director Amie Fishman told the Christian Science Monitor last week: "[Housing] solutions can't just work within city or county borders. People live, work, and drive across those borders, so we have to develop broader solutions that individual local governments don't necessarily think about." (Read the full article here.) NPH has long advocated that Bay Area residents deserve a regional approach to address our housing and transportation needs and, after 18+ months of work with CASA, a regional framework is in the works. The final CASA compact reflects the "three Ps" of Production, Preservation and tenant Protections through 10 proposals, listed below. Now, NPH is proud to be named to the CASA Implementation Team to help lead the public campaign and work in collaboration with MTC, PICO, SV@Home, TMG, and a broad coalition to move the CASA compact forward as a legislative package in Sacramento. NPH will sponsor several of the CASA compact bills and is working closely with our Bay Area partners to ensure that the CASA legislative package has a strong equity frame. Tuesday, 2/26. NPH Brown Bag Workshop:"Reducing Barriers to Affordable Housing for Homeless Applicants: Implementing a Homeless Preference" (Webinar.) Housing organizations intend to serve people with the fewest options, but long waiting lists, background checks, and complicated application processes fall especially hard on homeless applicants. This Brown Bag webinar training will explore policy innovations such as HUD's Opening Doors pilot, in which owners voluntarily adopt preferences for homeless applicants. Panelists convened by Chris Hess, Satellite Affordable Housing Associates (SAHA), will also discuss how to reduce barriers to homeless applicants through resident selection policies that 'screen in' rather than 'screen out' vulnerable populations. Intern applications are now being accepted for our second round of the Bay Area Housing Internship Program! NPH's Bay Area Housing Internship Program (BAHIP) is a one-year, paid internship program designed to recruit and train students at Bay Area colleges and universities to become housing development professionals. This internship aims to provide a launching pad for college students from low-income, communities of color backgrounds into a career in affordable housing development and project management. The deadline to apply for the 2019/2020 internship year is Friday, March 29th. Please share this opportunity with your colleagues, friends, family, residents, and your wider network.
