Big, Bold Systems Change We need more than incremental change. Substantial investments and expanded democracy are part of the big, scalable solutions we need to make lasting impact for all of our neighbors.
AB 71 (L. Rivas): Creates $2.4 billion annual allocation for homelessness and housing by increasing corporate tax rate.
SCA 2 (Allen and Wiener): Repeals article 34 from the California constitution, which requires a vote of the people for publicly funded affordable housing developments.
ACA 1 (Aguiar Curry): Lowers the voter threshold for affordable housing measures to 55%.
Affordable Housing Preservation and Production Housing preservation helps maintain the affordability of housing, protecting long-standing communities from gentrification and displacement.
AB 528 (Wicks): Improves how affordable housing developers can get access to tax delinquent properties in order to convert them to permanently affordable housing.
State Budget Process: NPH is advocating for funding for preservation ($500M); the Bay Area Housing Finance Authority (BAHFA) ($18.5M); and continued funding for tax credits ($500M); funding for production ($3 billion for the pipeline of projects funded by the California Department of Housing and Community Development and $10 billion to invest in more affordable housing).
Bill Package: NPH is working on package that seeks to significantly improve housing preservation efforts statewide.
Public Lands for Public Good Public, surplus lands present opportunities to create affordable housing to help keep communities in place, particularly Black and brown neighborhoods.
AB 1271 (Ting): Revises the Surplus Lands Act to ensure that surplus public land in military bases is used for the production of affordable housing and clarifies how public agencies executing long term leases on their surplus land can prioritize housing affordability.
